The Unified Registry of Russian Software and Databases is a list of software developed in Russia that meets the standards set by the Ministry of Digital Development of the Russian Federation. Created in 2016 by Government Decree No. 1236, this registry aims to replace imported digital products with Russian alternatives and support local developers.
In 2022, Decree No. 166, "On Measures to Ensure Technological Independence and Security of Critical Information Infrastructure in the Russian Federation," was enacted. According to this decree, by January 1, 2025, all credit organizations in Russia must exclusively use domestic software to protect critical information infrastructure (CII).
Additionally, state-owned banks purchasing software under Federal Law 223-FZ are required to stop using and buying foreign software for significant CII objects. The shift to domestic software is strictly regulated, allowing only programs listed in the Ministry of Digital Development's registry. Any software not included in the registry will be treated as foreign.
In August 2024, the Ministry of Digital Development conducted an expert review of the Payment EMV kernel JoinCORE. MST specialists presented a detailed overview of the EMV kernel’s application and architecture. Following the presentation, the Ministry's experts voted to include the EMV kernel JoinCORE in the registry under entry number 23518, effective August 12, 2024.
The Payment EMV Kernel JoinCORE is specialized software designed to provide the logic and data necessary to process both contact and contactless EMV transactions. It is a component of terminal applications that handle payment functions in compliance with EMV standards.
